Is there a huge water fountain somewhere on the grounds? Or am I looking at the wrong CIA complex? I never really knew there were two Langley's. Strange...

There are many CIA buildings hidden in the Washington DC area. Try looking at the Whitehouse. The '8' shaped building across the street to the West is a CIA Building too. (It's the main mailing adress for the CIA)(I find the parking for that one hilarious)
Another one is in Herndon, VA. It is the building that a panoramia icon saying "1997 Reston Verginia" is over. (It is actually a group of small buildings)

Matthew & Wayne: neither NSA nor NASA is headquartered here. Matthew may have been thinking of NASA's Langley Research Center, which is located in the other Langley, VA.
Look at the northeast corner of the courtyard- that's Kryptos, the infamous sculpture with the undeciphered code.

Yeah, that bridge and tiny island are "Roosevelt Memorial Island" and the bridge is a pedestrian bridge that you can use to get to the island. It has a monument to one of the presidents Roosevelt -- Theodore, I believe. You can walk all over the island. Not exactly a spook sighting, sorry...
