		<description>Actually, federal regulations require railroad drawbridges to remain in the open position favoring navigation unless there is a need for a crossing or repairs to the bridge are being made.

		<description>I am familiar with the Grand Avenue Bridge in Jacksonville.  At night, it offers a beautifully non-obstructed view of downtown.  I even talked to the drawbridge operator one night and she said that this drawbridge is one of busiest in the state.</description>
