Many criticize it for not having any windows on the back and just being a dull gray but when you consider the true symbolic meaning behind the building it suddenly becomes iconic. The two boomerangs make up the white of the eye and the round thing in the middle is the pupil. It seems kinda "Big Brother"-ish to have the City Hall resemble an eye looking out over the city.
