It's called the "Kawasaki Man-Made Island" and is in the middle of an
undersea tunnel across tokyo bay. Apparently they started boring the tunnel
from the island towards each side.

^|^|^

Perhaps a weather station, or tsunami warning station? Though it's a little to far into Yokohama Bay to be the latter.

Maybe it's the beginning of the Babylon Project :D (Patlabor reference)

Maat that's Kansai Int'l. in Osaka bay. The Airport serves the cities of Osaka (Japan's second largest city) and Kyoto - the ancient Imperial capital founded during thei Heian period when the capital was known as Heiankyo.

Kansai Int'l is currently sinking - much like Chep Lap Kok Airport, the new Hong Kong Int'l - and they've been raising the building with haudryolic jacks to keep the structure level.
