The Balloon is hanging on a rope - so it is fixed to the ground. You can get in there and it will go up some meters (you’ve got a good few then). It is sponsored by the german TV-Company “Sat.1″ (www.sat1.de) and coloured like their logo.

The “oval shaped thing” should be the ‘BundesprÃ¤sidialamt’, the office of Germany’s Federal President (thats the best translation I could come up with *g*).
