Which really just means "Housing on the Moabiter Island". Yes, that long serpentine building is a just apartments. The entire area is a complete and apparently self sufficient residential area with a school, a sports hall, parks and police and fire departments. A little bit east of there you will see the Reichstag (German Parlimentary Building) and a little south of that you'll find the Brandenburger Gate.
