The stamps are generated automatically from the post's country or state and Alabama is, alphabetically, the first state of this post. Made by sculptor Bartholdi with assistance from Gustave Eiffel ( famous later for his tower in Paris ) for the metallic structure. At least 7 smaller replicas are in French towns.
