A little searching yields that this is the City of Arts and Sciences Complex designed by local Valencian architect Santiago Calavatra.  There are five areas in the complex including an opera house, an IMAX theatre, a garden area, a science museum, and an open-air oceanographic park.

This complex (and Gulliver Park) is built in the dry river bed of the now diverted River Turia.  The river was diverted after a major flood in 1957.  It was diverted to the south of the city and you can clearly see the man-made path... its much too straight compared to the rest of the river!</description>
