Those are oil platforms on Peschany island which are just south of Baku. Oil Rocks are much farher into sea south east off the Apsheron peninsula. And they're much much larger. That area, being open sea, isn't covered by even low-res in google. Coordinates of Peschany island platforms were erroneously put into wikipedia entry on Oil Rocks (which I personally corrected long ago), if you follow link with coordinates from there you can see very poor quality sat image only on Live Search Maps.
