I think it is a woman. If cuffed, that is really sloppy police work. Being cuffed in the front is almost useless in terms of restraint. i don't think she is cuffed. i think she is wearing a wrist watch, and just holding her hands like that.

Most likely the police are inside, breaking up a domestic dispute, or something, and she has been asked to wait outside.
