Wow, Ronald Reagan airport (SE 1/2 mile) is very close to the Pentagon! In fact it appears to be in the flight path of one of the runways.
Yes, when on approach to National Airport, you fly just to the east of the Pentagon, and you’re quite low so you get a very close view.
Based on the post-9/11 reconstruction going on, this picture must have been taken between January and September 2002 since the Pentagon reconstruction was complete by the first anniversary of the 9/11 attacks.
The construction was more or less complete by the first anniversary, but if I recall correctly, it was a while longer before those areas were habitable for offices – the exterior construction teams did hit the symbolic date though. Currently along the East side exterior there is now a large earthenworks wall not pictured here (about 3/4 the height and 1/2 the length of the building wall itself), and a much more elaborate truck entrance and screening point where the construction trailers are pictured. Deliveries to the Pentagon generally use a below-ground truck bay underneath the heliport which is visible at the north end of the building.
There is also a persistent rumor that there is a submarine entrance to the Pentagon via the marina on the West side, but based on the sounding depths in the Potomac river, it would have to only service very tiny submarines
